Good catch, if it is a Japan-spec model vehicle (which is common in New Zealand markets, never seen many Japanese vehicles in the Philippines), it'll need a conversion to Rest of World spec because Japanese units use a special variant of the CIC hardware/firmware.

It'll probably be easier to purchase a European unit on the internet and swap the headunits out (if you can get a unit pre-loaded with your FSC codes).

Can this help me get my live traffic info back on? I called bmw connect and they said it would cost me 400 dollars a year to have it up and running again that seems like way too much for a year

No, it cannot... Live Traffic is a BMW Assist service and requires BMW Assist in order to work.

BimmerRetrofit is/was working on an aftermarket solution, but it was mainly designed to people who are retrofitting NBT units into their vehicle but it should theoretically work with factory NBT units as well.
