cleaning parts of the turbocharger

So i bought a used turbocharger that had been sitting for at least four years. It is fairly clean but has dust, oil and some light rush.
I took apart the center cartridge and I would like to clean this specifically but of course without disassembling risking imbalance. What is a good over-counter cleaning solution I can use to spray the oil/coolant inlets?
