Options to revert car back to catted downpipes and a tune thatll pass emissions?

Just got a 2013 M5 that has a tune and catless downpipes. Not sure which tune or downpipes, but im gonna have to take it to pass emissions eventually and I'm wondering what are my options to to get it to pass emissions. I want to get something done so i wont have to worry about not passing now or in the future. Will catted downpipes and something like a dinan stage 1 tune do the trick?

Try to register somewhere that doesnt have emissions. Only other option i know of would be putting catted downpipes back on. I dont think the tune itself will effect emissions though. Putting cats back on is going to be super expensive and a headache.

I think i have to register it at the deq in my area? Theres a town 30 minutes away that doesnt require testing but i think you have to do it within a boundary from where you live if im not mistaken. I live in a portland oregon suburb.

How expensive to to put catted downpipes back on? I know the downpipes itself are expensive. I think im willing to do that and get a diff tune if i have to, if theres no other option. What else is required?

I think you could try to get a P.O box setup elsewhere and use that address. That is why i stay close to stock. Mods are cool and all but bring on too many headaches im willing to deal with. For cost im not sure man, im sure you could find a set of used cats for cheap from someone who went catless. For install cost im not sure

i got it from a dealership and they told me today that they guaruntee their cars will pass emissions and if not theyll take care of it. Maybe its just me tripping out, but man the exhaust stinks. I know it has a tune and downpipe. so i just assumed its catless. do catted downpipes still stink pretty bad?
